Análisis de los sistemas educativos: por qué no mejoran y cómo podrían hacerlo

En este trabajo analizamos los obstáculos que impiden a los sistemas educativos prosperar e innovar disruptivamente. Aportamos evidencia basada en Estonia, Corea del Sur, Reino Unido, Francia, Estados Unidos y España. Los resultados del estudio apuntan a que las ineficiencias y estado de relativo estancamiento de la educación en los países desarrolladas se debe a un marco de acción rígido fruto de la legislación vigente. Cuanto más estrecho es el marco de acción que establecen las autoridades gubernamentales, menores son los incentivos de los agentes educativos y el cálculo económico aumenta en complejidad. Ello devenga en una merma de la calidad de la enseñanza y deficiencias en la erogación del capital (haciendo que los costes de la educación crezcan exponencialmente). La conclusión extraída es que la educación solo puede mejorarse flexibilizando las regulaciones: ante un marco de acción mucho más amplio se impulsa la competencia, se generan incentivos para mejorar, se vuelve viable aplicar los cambios y se facilita el cálculo económico. Todo ello propiciando las innovaciones disruptivas.
